أَخْبَرَنَا أَبُو عَبْدِ اللهِ الْحَافِظُ ثنا مُحَمَّدُ بْنُ مُوسَى الصَّيْدَلَانِيُّ ثنا إِبْرَاهِيمُ بْنُ أَبِي طَالِبٍ ثنا مُحَمَّدُ بْنُ الْمُثَنَّى ثنا عَبْدُ الرَّحْمَنِ بْنُ مَهْدِيٍّ ثنا سُفْيَانُ عَنْ أَبِي إِسْحَاقَ عَنْ حَارِثَةَ بْنِ مُضَرِّبٍ قَالَ جَاءَ نَاسٌ مِنْ أَهْلِ الشَّامِ إِلَى عُمَرَ ؓ فَقَالُوا إِنَّا قَدْ أَصَبْنَا أَمْوَالًا خَيْلًا وَرَقِيقًا نُحِبُّ أَنْ يَكُونَ لَنَا فِيهِ زَكَاةٌ وَطَهُوَرٌ قَالَ مَا فَعَلَهُ صَاحِبَايَ قَبْلي فَافْعَلْهُ فَاسْتَشَارَ عُمَرُ ؓ عَلِيًّا ؓ فِي جَمَاعَةٍ مِنْ أَصْحَابِ رَسُولِ اللهِ ﷺ ؓ فَقَالَ عَلِيٌّ ؓ هُوَ حَسَنٌ إِنْ لَمْ يَكُنْ جِزْيَةٌ يُؤْخَذُونَ بِهَا رَاتِبَةً
English Translation
Abu 'Abdullah al-Hafiz narrated to us... from Abu Ishaq, from Harithah ibn Mudarrib, who said: People from Syria came to 'Umar (may Allah be pleased with him) and said: 'We have acquired wealth - horses and slaves - and we would like there to be zakah and purification in it.' He said: 'My two predecessors did not do this, but I will do it.' So 'Umar consulted 'Ali (may Allah be pleased with him) among a group of the Companions of the Messenger of Allah (peace be upon him), and 'Ali said: 'It is good, as long as it does not become a fixed jizya imposed upon them.'
