قَالَ وَأنبأ الْحَجَّاجُ بْنُ أَرْطَاةَ عَنْ حَبِيبِ بْنِ أَبِي ثَابِتٍ أَنَّ عُثْمَانَ ؓ قَالَ لَا يُوَرَّثُ الْحَمِيلُ إِلَّا بِبَيِّنَةٍ وَهَذِهِ الْأَسَانِيدُ عَنْ عُمَرَ
English Translation
The scholars have emphasized that the Muslim state's obligations to its non-Muslim subjects include protection, justice, and the provision of basic services.
