English Translation
Rawh told us: Salih ibn Abi al-Akhdar told us: Ibn Shihab told us, from Salim, who said: 'Abdullah ibn 'Umar used to give the ruling according to what Allah, Mighty and Sublime, had revealed by way of concession regarding tamattu', and which the Messenger of Allah, peace and blessings be upon him, had established as practice. People would say to Ibn 'Umar, "How can you oppose your father, when he forbade that?" 'Abdullah would say to them, "Woe to you! Do you not fear Allah? If 'Umar forbade that, he sought good by it, seeking the completion of the 'Umrah. Why then do you forbid what Allah has made lawful and what the Messenger of Allah, peace and blessings be upon him, practiced? Is the Messenger of Allah, peace and blessings be upon him, not more deserving that you follow his practice than the practice of 'Umar? 'Umar did not tell you that 'Umrah during the months of Hajj is unlawful, but he said that the most complete 'Umrah is that you perform it separately from the months of Hajj."
