أَخْبَرَنَا أَبُو بَكْرٍ مُحَمَّدُ بْنُ إِبْرَاهِيمَ الْأَرْدَسْتَانِيُّ أنبأ أَبُو نَصْرٍ الْعِرَاقِيُّ ثنا سُفْيَانُ بْنُ مُحَمَّدٍ الْجَوْهَرِيُّ ثنا عَلِيُّ بْنُ الْحُسَيْنِ ثنا عَبْدُ اللهِ بْنُ الْوَلِيدِ عَنْ سُفْيَانَ عَنْ جَعْفَرِ بْنِ بُرْقَانَ قَالَ كَتَبَ عُمَرُ بْنُ عَبْدِ الْعَزِيزِ ؓ إِلَى عَدِيِّ بْنِ عَدِيٍّ الْكِنْدِيِّ انْظُرْ إِلَى أَهْلِ كُلِّ قَرْيَةٍ أَهْلِ قَرَارٍ لَيْسُوا هُمْ بِأَهْلِ عَمُودٍ يَنْتَقِلُونَ فَأَمِّرْ عَلَيْهِمْ أَمِيرًا ثُمَّ مُرْهُ فَلْيُجَمِّعْ بِهِمْ قَالَ الشَّيْخُ وَالْأَشْبَهُ بِأَقَاوِيلِ السَّلَفِ وَأَفْعَالِهِمْ فِي إِقَامَةِ الْجُمُعَةِ فِي الْقُرَى الَّتِي أَهْلُهَا أَهْلُ قَرَارٍ لَيْسُوا بِأَهْلِ عَمُودٍ يَنْتَقِلُونَ أَنَّ ذَلِكَ مُرَادُ عَلِيِّ بْنِ أَبِي طَالِبٍ ؓ
English Translation
Ja'far ibn Burqan reported: 'Umar ibn Abd al-Aziz (may Allah be pleased with him) wrote to Adiy ibn Adiy al-Kindi: Look at the people of every village who are settled residents, not nomads who move about, and appoint a leader over them, then order him to lead them in the Friday prayer.' The Shaykh (al-Bayhaqi) said: 'What most closely aligns with the statements and practices of the predecessors regarding the establishment of Friday prayer in villages whose residents are settled and not nomads who move about is that this was the intent of Ali ibn Abi Talib (may Allah be pleased with him).'
