وَأَمَّا الَّذِي أَخْبَرَنَا أَبُو الْحُسَيْنِ بْنُ بِشْرَانَ بِبَغْدَادَ أنبأ إِسْمَاعِيلُ بْنُ مُحَمَّدٍ الصَّفَّارُ ثنا سَعْدَانُ بْنُ نَصْرٍ ثنا أَبُو مُعَاوِيَةَ عَنِ الْأَعْمَشِ عَنْ شَقِيقِ بْنِ سَلَمَةَ عَنْ يَسَارِ بْنِ نُمَيْرٍ قَالَ قَالَ عُمَرُ ؓ إِنِّي أَحْلِفُ أَنْ لَا أُعْطِيَ أَقْوَامًا ثُمَّ يَبْدُوَ لِي أَنْ أُعْطِيَهُمْ فَإِذَا رَأَيْتَنِي قَدْ فَعَلْتُ ذَلِكَ فَأَطْعِمْ عَنِّي عَشَرَةَ مَسَاكِينَ بَيْنَ كُلِّ مِسْكِينَيْنِ صَاعًا مِنْ بُرٍّ أَوْ صَاعًا مِنْ تَمْرٍ فَهَذَا شَيْءٌ كَانَ يَرَاهُ عُمَرُ ؓ وَلَعَلَّهُ كَانَ يَسْتَحِبُّ أَنْ يَزِيدَ وَيُجْزِئُ أَقَلُّ مِنْهُ بِدَلِيلِ مَا ذَكَرْنَا
English Translation
Yasar ibn Numayr reported that Umar (may Allah be pleased with him) said: I sometimes swear that I will not give to certain people, then I decide to give them. When you see me do that, feed ten poor people on my behalf, sharing a sa' of wheat or a sa' of dates between every two poor people. This was something Umar practiced, and perhaps he preferred to give more, though less than that would suffice based on the evidence we have mentioned.
