وَأَخْبَرَنَا أَبُو عَلِيٍّ الرُّوذْبَارِيُّ وَأَبُو الْحُسَيْنِ بْنُ بِشْرَانَ قَالَا أنبأ إِسْمَاعِيلُ بْنُ مُحَمَّدٍ الصَّفَّارُ ثنا سَعْدَانُ بْنُ نَصْرٍ ثنا أَبُو مُعَاوِيَةَ عَنِ الْأَعْمَشِ عَنْ زَيْدِ بْنِ وَهْبٍ قَالَ قَالَ عُمَرُ ؓ إِذَا كُنْتُمْ ثَلَاثَةً فَأَمِّرُوا عَلَيْكُمْ وَاحِدًا مِنْكُمْ فَإِذَا مَرَرْتُمْ بِرَاعِي الْإِبِلِ فَنَادُوا يَا رَاعِيَ الْإِبِلِ فَإِنْ أَجَابَكُمْ فَاسْتَسْقُوهُ وَإِنْ لَمْ يُجِبْكُمْ فَأْتُوهَا فُحُلُّوهَا وَاشْرَبُوا ثُمَّ صُرُّوهَا هَذَا عَنْ عُمَرَ ؓ صَحِيحٌ بِإِسْنَادَيْهِ جَمِيعًا وَهُوَ عِنْدَنَا مَحْمُولٌ عَلَى حَالِ الضَّرُورَةِ وَاللهُ أَعْلَمُ
English Translation
And Abu Ali al-Rudhbari and Abu al-Husayn ibn Bishran informed us; they said: Isma'il ibn Muhammad al-Saffar reported to us: Sa'dan ibn Nasr narrated to us: Abu Mu'awiyah narrated to us, from al-A'mash, from Zayd ibn Wahb, who said: Umar (may Allah be pleased with him) said: "When you are three [travelling together], appoint one of you as leader over you. And when you pass by a camel-herder, call out: 'O camel-herder!' If he answers you, ask him for a drink; and if he does not answer you, come to them [the camels], untie them, drink, and then tie them back up." This [report] from Umar (may Allah be pleased with him) is authentic by both its chains, and with us it is understood to apply to a state of necessity. And Allah knows best.
