أَخْبَرَنَا أَبُو الْحُسَيْنِ بْنُ بِشْرَانَ الْعَدْلُ بِبَغْدَادَ أنبأ إِسْمَاعِيلُ بْنُ مُحَمَّدٍ الصَّفَّارُ ثنا سَعْدَانُ بْنُ نَصْرٍ ثنا وَكِيعٌ عَنِ ابْنِ أَبِي لَيْلَى عَنِ الْحَكَمِ أَنَّ عُمَرَ بْنَ الْخَطَّابِ ؓ بَعَثَ عُثْمَانَ بْنَ حُنَيْفٍ فَمَسَحَ السَّوَادَ فَوَضَعَ عَلَى كُلِّ جَرِيبٍ عَامِرٍ أَوْ غَامِرٍ حَيْثُ يَنَالُهُ الْمَاءُ قَفِيزًا أَوْ دِرْهَمًا قَالَ وَكِيعٌ يَعْنِي الْحِنْطَةَ وَالشَّعِيرَ وَضَعَ عَلَى كُلِّ جَرِيبِ الْكَرْمِ عَشَرَةَ دَرَاهِمَ وَعَلَى جَرِيبِ الرِّطَابِ خَمْسَةَ دَرَاهِمَ
English Translation
Abu al-Husayn ibn Bishran informed us from Isma'il ibn Muhammad al-Saffar, from Sa'dan ibn Nasr, from Waki', from Ibn Abi Layla, from al-Hakam that Umar ibn al-Khattab (may Allah be pleased with him) sent Uthman ibn Hunayf who surveyed al-Sawad and imposed on every jarib of cultivated or uncultivated land where water reaches it, a qafiz and a dirham. Waki' said: meaning wheat and barley. He imposed ten dirhams on each jarib of vineyard and five dirhams on each jarib of alfalfa.
