أَخْبَرَنَا أَبُو عَبْدِ اللهِ الْحَافِظُ ثنا أَبُو الْعَبَّاسِ مُحَمَّدُ بْنُ يَعْقُوبَ أنبأ الرَّبِيعُ بْنُ سُلَيْمَانَ أنبأ الشَّافِعِيُّ قَالَ {مِنْ قَوْمٍ عَدُوٍّ لَكُمْ} [النساء 92] يَعْنِي فِي قَوْمٍ عَدُوٍّ لَكُمْ
English Translation
Narrations about those who are excused from jihad — the blind, the lame, the sick, and those who cannot afford to participate. The verse: "There is no blame upon the blind, nor upon the lame, nor upon the sick" (al-Fath 48:17). Women and children are also not obligated to participate in combat.
