حَدَّثَنَا إِسْمَاعِيلُ بْنُ إِبْرَاهِيمَ عَنْ عَلِيِّ بْنِ الْحَكَمِ قَالَ حَدَّثَنِي أَبُو حَسَنٍ أَنَّ عَمْرَو بْنَ مُرَّةَ قَالَ لِمُعَاوِيَةَ يَا مُعَاوِيَةُ إِنِّي سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ يَقُولُ مَا مِنْ إِمَامٍ أَوْ وَالٍ يُغْلِقُ بَابَهُ دُونَ ذَوِي الْحَاجَةِ وَالْخَلَّةِ وَالْمَسْكَنَةِ إِلَّا أَغْلَقَ اللَّهُ عَزَّ وَجَلَّ أَبْوَابَ السَّمَاءِ دُونَ حَاجَتِهِ وَخَلَّتِهِ وَمَسْكَنَتِهِ قَالَ فَجَعَلَ مُعَاوِيَةُ رَجُلًا عَلَى حَوَائِجِ النَّاسِ.
English Translation
Isma'il ibn Ibrahim told us, from Ali ibn al-Hakam, he said: Abu Hasan told me, that Amr ibn Murrah said to Mu'awiyah, "O Mu'awiyah, I heard the Messenger of Allah, peace and blessings be upon him, say, 'There is no leader or governor who closes his door against those with needs, wants, and poverty, but that Allah, Mighty and Sublime, closes the gates of heaven against his own needs, wants, and poverty.'" He said: So Mu'awiyah appointed a man in charge of the people's needs.
