حَدَّثَنَا مُحَمَّدُ بْنُ مَعْمَرٍ قَالَ نَا أَبُو النُّعْمَانِ مُحَمَّدُ بْنُ الْفَضْلِ قَالَ نَا سُكَيْنُ بْنُ عَبْدِ الْعَزِيزِ عَنْ سَيَّارِ بْنِ سَلَامَةَ عَنْ أَبِي بَرْزَةَ رَضِيَ اللَّهُ عَنْهُ أَنَّ النَّبِيَّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ الْأُمَرَاءُ مِنْ قُرَيْشٍ وَلِي عَلَيْهِمْ حَقٌّ وَلَهُمْ عَلَيْكُمْ حَقٌّ مَا فَعَلُوا بِثَلَاثٍ مَا اسْتُرْحِمُوا فَرَحِمُوا وَحَكَمُوا فَعَدَلُوا وَعَقَدُوا فَوَفَّوْا فَمَنْ لَمْ يَفْعَلْ ذَلِكَ مِنْهُمْ فَعَلَيْهِ لَعْنَةُ اللَّهِ وَالْمَلَائِكَةِ وَالنَّاسِ أَجْمَعِينَ وَهَذَا الْحَدِيثُ لَا نَعْلَمُهُ يُرْوَى إِلَّا عَنْ أَبِي بَرْزَةَ بِهَذَا الْإِسْنَادِ وَسُكَيْنٌ رَجُلٌ مَشْهُورٌ مِنْ أَهْلِ الْبَصْرَةِ اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ الْأُمَرَاءُ مِنْ قُرَيْشٍ وَلِي عَلَيْهِمْ حَقٌّ وَلَهُمْ عَلَيْكُمْ حَقٌّ مَا فَعَلُوا بِثَلَاثٍ مَا اسْتُرْحِمُوا فَرَحِمُوا وَحَكَمُوا فَعَدَلُوا وَعَقَدُوا فَوَفَّوْا فَمَنْ لَمْ يَفْعَلْ ذَلِكَ مِنْهُمْ فَعَلَيْهِ لَعْنَةُ اللَّهِ وَالْمَلَائِكَةِ وَالنَّاسِ أَجْمَعِينَ وَهَذَا الْحَدِيثُ لَا نَعْلَمُهُ يُرْوَى إِلَّا عَنْ أَبِي بَرْزَةَ بِهَذَا الْإِسْنَادِ وَسُكَيْنٌ رَجُلٌ مَشْهُورٌ مِنْ أَهْلِ الْبَصْرَةِ

Muhammad ibn Ma'mar narrated to us, he said: Abu al-Nu'man Muhammad ibn al-Fadl narrated to us, he said: Sukayn ibn Abd al-Aziz narrated to us, from Sayyar ibn Salamah, from Abu Barzah (may Allah be pleased with him), that the Prophet (peace and blessings of Allah be upon him) said: "The rulers are from Quraysh. I have a right over them and they have a right over you, as long as they do three things: when they are asked for mercy they show mercy, when they judge they are just, and when they make a covenant they fulfill it. Whoever among them does not do that, upon him is the curse of Allah, the angels, and all the people." This hadith is not known to be narrated except from Abu Barzah with this chain of narration. Sukayn is a well-known man from the people of Basrah.
