وَأَخْبَرَنَا أَبُو طَاهِرٍ الْفَقِيهُ ثنا أَبُو الْعَبَّاسِ أَحْمَدُ بْنُ هَارُونَ الْفَقِيهُ ثنا بِشْرُ بْنُ مُوسَى ثنا الْمُقْرِيُّ ثنا أَبُو حَنِيفَةَ عَنِ الْهَيْثَمِ وَكَانَ صَيْرَفِيًّا بِالْكُوفَةِ عَنْ أَنَسِ بْنِ سِيرِينَ أَخِي مُحَمَّدِ بْنِ سِيرِينَ قَالَ جَعَلَ عُمَرُ بْنُ الْخَطَّابِ ؓ أَنَسَ بْنَ مَالِكٍ عَلَى صَدَقَةِ الْبَصْرَةِ فَقَالَ لِي أَنَسُ بْنُ مَالِكٍ أَبْعَثُكَ عَلَى مَا بَعَثَنِي عَلَيْهِ عُمَرُ بْنُ الْخَطَّابِ ؓ فَقُلْتُ لَا أَعْمَلُ ذَلِكَ حَتَّى تَكْتُبَ لِي عَهْدَ عُمَرَ بْنِ الْخَطَّابِ الَّذِي عَهِدَ إِلَيْكَ فَكَتَبَ لِي أَنْ خُذْ مِنْ أَمْوَالِ الْمُسْلِمِينَ رُبْعَ الْعُشْرِ وَمِنْ أَمْوَالِ أَهْلِ الذِّمَّةِ إِذَا اخْتَلَفُوا لِلتِّجَارَةِ نِصْفَ الْعُشْرِ وَمِنْ أَمْوَالِ أَهْلِ الْحَرْبِ الْعُشْرَ

Abu Tahir al-Faqih informed us, Abu al-'Abbas Ahmad ibn Harun al-Faqih narrated to us, Bishr ibn Musa narrated to us, al-Muqri' narrated to us, Abu Hanifah narrated to us from al-Haytham — who was a money changer in Kufa — from Anas ibn Sirin, the brother of Muhammad ibn Sirin, who said: 'Umar ibn al-Khattab (may Allah be pleased with him) appointed Anas ibn Malik over the charity collection in Basra. Anas ibn Malik said to me: "I am sending you on the same mission that 'Umar ibn al-Khattab (may Allah be pleased with him) sent me on." I said: "I will not work on that until you write for me the directive of 'Umar ibn al-Khattab that he gave you." So he wrote for me: Take from the wealth of the Muslims a quarter of a tenth, from the people of the covenant half a tenth, and from the people of war (harbis) the full tenth.
