Muhammad ibn Fudayl told us, from Bayan, from Wabarah, who said: A man said to Ibn Umar: "Shall I circumambulate the House while I am in the state of ihram for hajj?" He said: "What harm is there in that?" The man said: "Indeed Ibn Abbas forbade that." He said: "I saw the Messenger of Allah, peace and blessings be upon him, enter ihram for hajj, and circumambulate the House, and go between al-Safa and al-Marwah."
