Regarding the verse, "Indeed, As-Safa and Al-Marwah are among the symbols of Allah; so whoever performs the greater or lesser pilgrimage to the House, there is no blame upon him in going between them," the narrator said: I said, "By Allah, then there is no blame on anyone who does not go between them." Aisha said, "How badly you have spoken, son of my sister! If it were as you have interpreted it, it would read, 'there is no blame upon him in not going between them.' But it was revealed because the Ansar, before they accepted Islam, used to dedicate themselves to the idol Manat, which they worshipped at al-Mushallal, and whoever dedicated himself to her felt it wrong to go between as-Safa and al-Marwah. So they asked the Messenger of Allah (peace and blessings be upon him) about it, saying, 'O Messenger of Allah, we used to feel it wrong to go between as-Safa and al-Marwah in the time of ignorance.' So Allah, Mighty and Majestic, revealed: 'Indeed, As-Safa and Al-Marwah are among the symbols of Allah...' up to His words, 'there is no blame upon him in going between them.'" Aisha said, "Then the Messenger of Allah (peace and blessings be upon him) established the practice of going between them, so it is not fitting for anyone to abandon going between them."
